A person held only at Lackawanna County Prison will not appear in the PA DOC locator merely because the jail is in Pennsylvania. A released result is not the same as a final discharge. State parole may continue after prison release. A county release may lead to PA DOC, another county, or a federal authority. PA SAVIN's local value is its reach across three systems that otherwise require separate checks. Lackawanna County Prison reports county custody. PA DOC institutions and community-corrections facilities report state custody events. State parole reports supervision changes. One notification account can therefore follow the chosen record while the person moves through covered Pennsylvania systems.
The four-digit PIN is part of that local notice process. It acknowledges a phone message; it is not an offender identifier and does not unlock a government record. Repeated calls for an unacknowledged alert are a delivery feature. They do not mean several separate releases occurred.
This shared layer is especially useful in Lackawanna County because the county publishes no official recent-release feed. Still, each message is only as current and exact as the agency data supplied. Those checks preserve the difference between release from one custodian, transfer to another, parole, and complete discharge.
